Teruhiko Kobayashi graduated from Chuo University with a degree in business in 1968 and joined Deloitte Haskins & Sells in Tokyo in 1969, where he worked on a variety of projects including ADR audits. In 1977, he established the Yotsuya Certified Public Accounting Firm (now Yotsuya Audit Corporation) and became its president. He was involved in a number of audits and investigations, and assisted in stock exchange audits and business law audits. He joined K.K.Takefuji in 1994 as the head of finance, head of audit and managing director. In 2004, he joined Aruze (now Universal Entertainment) as Executive Director and Head of Management Department.

Teruhiko Kobayashi opened his private firm in 2006 until now. From 2011 to 2016, he was the president of the Koto Association of Certified Public Accountants; from 2013 to 2022, he was the Chairman of Koto Audit Group; from 2008 to 2011, he was managing external auditor in Koto-ku.

He established MAKOTO International Audit Corporation in April 2022.
