Born in 1974 in Changchun, Jilin Province, China, Hiroshi Ogawa graduated from the Department of Philosophy of Jilin University in China in 1996, and graduated from the Faculty of Law of Tokyo Metropolitan University in 2002.

In 2002, he joined Deloitte Touche Tohmatsu (now Deloitte Touche Tohmatsu LLC) and experienced at DTFAS Corporation (now Deloitte Tohmatsu Financial Advisory LLC). In 2009, Hiroshi Ogawa opened a certified public accounting firm. In 2018, he became a member of ShineWing Japan LLC and in 2020, he became a managing partner of the firm, and in 2022, he left.

He established MAKOTO International Audit Corporation in April 2022. as the managing partner.
